Abstract. The article examines legal regulations that hinder the reconstruction of buildings damaged by natural disasters. It identifies key legal and administrative barriers indicates directions for legislative changes aimed at simplifying procedures and increasing the flexibility of the legal system in crisis situations.

Streszczenie. W artykule omówiono ograniczenia wynikające z obowiązujących przepisów prawa, które utrudniają odbudowę obiektów zniszczonych wskutek klęsk żywiołowych. Zidentyfikowano kluczowe bariery formalnoprawne oraz wskazano kierunki zmian legislacyjnych mających na celu uproszczenie procedur i zwiększenie elastyczności systemu prawnego w sytuacjach kryzysowych.
Słowa kluczowe: odbudowa; klęski żywiołowe; prawo budowlane; bariery prawne; zmiany legislacyjne.
